The motion does not endorse any particular structure going forward and instead asks the Chief Legislative Analyst to submit a report within 90 days. As we’ve seen (here and in, like, life): process drives behavior.

In a former life I worked at a bank that as too big to fail. Let’s call it Wells… last name withheld. The bosses wanted to incentivize quick turnaround on mortgage applications and came up with a system that tracked how many times someone changed the status on files and rewarded people that did the most.

And you won’t believe this but in very short order some folks started to change file status for any reason or no reason at all. Others began to fight over quicker files. And in one notably awkward case, a lady stood over my desk and yelled at me for “taking her status flip!” It was a disaster and soon scrapped but the lesson was learned (by me, at least): process drives behavior.
